It depends a lot of the amount of customization you want.
The DocBook Modular Stylesheets have some public variables to change. See
<http://nwalsh.com/docbook/dsssl/doc/html/index.html>. An example of use was
posted by Nik Clayton.
If they are not sufficient, you can write your own stylesheets or modifying
the DocBook Modular Stylesheets, which is simpler. For a practical example,
see the thread "Producing HTML from DocBook, without HTML <head>" today.
