There is no parameter to do what you want. The ulink.target parameter lets
you set a target window for all ulinks. But a global parameter is set at
run time and is not changed for each instance of ulink.
But was it a coincidence that the day before your message, Denis Bradford
posted code customizing the match="ulink" template to do that? See:

Look for the "linktarget" stuff.
