As far as I can see, browsers don't work like LaTeX in this regard.
That is they (arguably incorrectly---IMHO, the LaTeX behaviour is
correct) don't _toggle_ italics on the 'em' element.  The following
fragment:

<p><em>This is an emphasised sentence with an <em>emphasised</em> word
in it.</em></p>

renders wholly in italics on both IE 6 and Firefox 1.0 here.
