The basic problem is that an XSL stylesheet is an XML file that permits XML
comments. So your line is a perfectly fine comment in the XSL file, so it
will not be interpreted as part of the template for output, and so it will
not generate a comment in the output.  You need to use <xsl:comment> to
generate an XML comment in the output.

Also, you don't need to copy the 'chunk-element-content' to your
customization.  The 'user.header.content' is an empty template waiting for
such customization.  See this reference for an example of how to use it:
