Hi Rene,
Yes, you can! And it's easy even. (I assume you're importing either chunk.xsl or profile-chunk.xsl)
Add this parameters to your file:
<!-- For HTML output: chunks the 1st sections as well as the others -->
<xsl:param name="chunk.first.sections">1</xsl:param>
By the way, here is a great reference to doing all kinds of neat things with the stylesheets. It's called "DocBook XSL: The Complete Guide" and it's written by Bob Stayton. I've found it extremely helpful on many occasions.

I was wondering if it is possible to have the first section of a chapter start
on a separate page (as opposed to being below the chapter TOC) in a chunked
