You do not need to have a DTD declaration to have content completion enabled
in Oxygen. You can set in options an XML Schema or a DTD to be used for the
documents that do not specify one.

If you use a Relax NG schema then you can associate that with a document
using a Processing Instruction (there is an associate schema action that
will enter that PI automatically).

Oxygen supports XInclude so another alternative is to use XInclude. If you
need an example just drop me an email.
