   I'm using FOP to generate PDF docs too, but as this route seems
to use some extensions I use Saxon instead of xsltproc. I'm not sure
the FO output is correct without these extensions. I suggest you try
the Saxon processor (need Java) and enable the fop extensions in your
stylesheet.
