Hi Dave,
The 2.5.0 version of Xerces has a partial implementation of XInclude.
See:

http://www.sagehill.net/docbookxsl/Xinclude.html#JavaXIncludes

So when you configure Saxon to use the Xerces parser, you can make
use of the XInclude feature.
