How would I go about using this... and, also, how
and where do I set an instruction such that a table
does not occupy the *entire* width of the page, when
there is only a small width of data in it (along the lines
of the way it works in HTML, where the table is sized
to fit the data).

With FOP, you need to use the proportional-column-widths() function
instead of percentages.  FOP just doesn't do percentages in tables.
