Unfortunately it appeared in 0.99.4. You'll note that it is also
available in "testing" (sarge), since I haven't done a release in the
last 6 months or so - see http://packages.debian.org/sgml2x

For this particular case, yes. There are no blocking bugs I know of -
although things can still be improved, as usual :)
What I usually do, is having all of stable, testing, and unstable in
/etc/apt/sources.list:
| deb http://ftp.debian.org/debian woody main contrib non-free
| deb http://ftp.debian.org/debian sarge main contrib non-free
| deb http://ftp.debian.org/debian sid main contrib non-free
While making sure that by default I get packages from stable, with
this statement in /etc/apt/apt.conf:
| APT::Default-Release "3.0*";

Mostly :)
However, for most purposes this warning is harmless. Since DTDDECL
support is quite recent, virtually no application really relies on it.
