I do not know. In every "subdocument", I have the XML declaration (so
I can put the encoding) but not the DOCTYPE, and I have the Emacs
trick (sgml-parent-document). I can validate the main document without
any problem with nsgmls or "xmllint --catalogs --valid".
GNU Emacs 20.7.2, psgml 1.2.4.
