to be 4pt changes the generated FO, and makes chapter titles very small.

effect: the generated FO file is not changed in any way.
Have a look around the parameters for fo, its part of the distro.
Then set up a small stylesheet which calls the main fo stylesheet in, and
sets up all the params you want.
