Why not trying to merge the DTDs? Is such a tools already available?
OTOH, namespaces are highly overestimated -- some math guys are
interested in those and, or course, many a lot tools makers believe
there's a big market ;)
It will take year once those tools are mature enough to work reliably.
At the moment, _all_ tool chains (XML -> XSL -> FO -> PDF) are somehow
broken; once a again the hackers will have to study the standards and
make up their mind how to interpret them and what are valid
"enhancements".
