You can use either passiveTex or Apache Fop.
Apache Fop is still immature, so the quality is not excellent...

You can download passiveTex at
http://rpmfind.net/linux/rpm2html/search.php?query=passiveTex

or if you prefer you can download Apache Fop at
http://xml.apache.org/fop/index.html
