problem with chapter counters

I figured out why we were having a problem with chapter counters not working
correctly using the 1.36 version of the stylesheets. Our set of books
contains some books that have part tags, and some do not. This throws the
stylesheet chapter counter off for books that don't have parts.
I changed the "from" in the number statement for parts to renumber from
book, and all is well (mostly) although I guess I should do something more
elegant in the long run.
