Exactly. The XSL stylesheets don't support spanspec. I suppose they
could, but future versions of DocBook will use the Exchange Table
Model which does not support spanspec.

With the exception of spanspec and certain complex arrangements that
use omitted cells, I believe they do. Did you find other weaknesses?
