I have put together a script to do a portion of the work when
translating from HTML to DocBook.  It doesn't catch many things,
but it does set up the initial framework.  I begin by translating
the received format into HTML, applying this filter, and then combing
through to add/correct tags.  

Besides, too much cut and paste from PDF ruins your wrists.
