I configured MikteX for my PC running Windows NT long time ago, but I remember
quite well that I had to do a search in the net for some things (perhaps like the
one you point to).
You should find fancyhdr.sty in /miktex/tex/jadetex/cooked in your hard disk.
"installjadetex.bat" copies it to ../tex/latex/tools.
BTW: Have you run "installjadetex.bat"? Check also the "cooked" subdirectory.
