Samtools error running Make after installing update 2.4.1.1 to Cygwin64

htslib configure - make - make install ok
samtools configure ok
then when it came ro running Main samtools i get
Robert@DESKTOP-14EL82S /usr/local/bin/samtools-1.3
$ make
make: *** No rule to make target 'kfunc.c', needed by 'kfunc.o'. Stop.
