If you bar file is located under cygwin root, you must explicitly give it
executable permissions.
If it is located outside Cygwin root, you may go away with deferring ACL
control to Windows.
I.e. by amending /etc/fstab to something like
none /cygdrive cygdrive binary,posix=0,noacl 0 0
