FWIW
I tried your test and I think it is ok:

In an SSH session (from a Fedora client to a Cygwin64/Win7 sshd server):

roger@rwells-x220 ~
$ net user

User accounts for \\RWELLS-X220

-------------------------------------------------------------------------------
Administrator            cyg_server Guest
roger                    sshd
The command completed successfully.


And:

$ uname -a
CYGWIN_NT-6.1 rwells-x220 1.7.34(0.285/5/3) 2015-02-04 12:14 x86_64 Cygwin
