I just downloaded the file manually and don't see any problem. The
md5sum is correct.
You're right.
We seem to have an interesting problem at our end, for that single
file. (We have the x86 component duplicated in the x86_64 for that
single file only: size, date, data.)
In case it isn't obvious, your nonstandard use of Cygwin mirrors is
not something that should be debugged in this mailing list. If you have
problems running setup*.exe then those will need to be fixed.
Otherwise, please don't send problem reports like this here unless you
can confirm that they actually affect people who are attempting to
install Cygwin in the standard way.

Sigh.
Yes, I know it's unusual to check a regular Cygwin rsync through an
automated process rather than via a manual, GUI-driven method.
Thank you for taking the time to investigate in this instance. It did
not occur to me that one file out of 12,000 might have been copied to
the wrong location, so I *assumed* it would be a problem that would
affect people who attempted to install Cygwin via setup.exe.
You're quite right, I should also have checked the mirror directly, as
you did.
