May I ask WHY this change was made? There is a REASON that DLLs get their own package, separate from the "main" package -- it's because DLLs' version numbers change, and in order to have both "cygfoo-0.dll" and "cygfoo-1.dll" installed at the same time, they need to be in separate packages...a single "foo" package won't do the trick.
Granted, popt hasn't changed in about a decade, and is unlikely to "bump" to a new DLL number any time soon...but why mess with a working nomenclature system for no reason?
