Well, you can always unset HISTIGNORE and see if it makes a difference. I
can say that I don't have this set in my environment and I don't see the
issue you report, as I mentioned in my last response.
I'd still recommend reading the problem reporting guidelines in the link
below if you intend to follow-up on this issue with the list. Since it's
quite likely that this is problem is environment-related, seeing things
like the cygcheck output that the link recommends might allow someone here
to spot a relevant problem.
