cygwin 1.7.26-1 causes "Too many open files" error in squid

I'm running squid on cygwin64 under Windows 7. All packages on my system are at the latest versions.
After upgrading the cygwin package to 1.7.26-1, I started getting errors in squid which causes it to abort. Rolling the cygwin package back to 1.7.25-1 resolves the issue. Here are the errors in squid's cache.log:
