/dev/random has special meaning to Cygwin.  There is no windows
equivalent to it so translating it to a Windows path wouldn't
make any sense.  You couldn't use it in a Windows program.

/dev/xyz has no meaning so Cygwin just translates it to a MS-DOS
path.
