The following experiment appears to confirm that setup.exe has nothing
to do with GetModuleHandleExA :

$ strings ~/Cygwin/setup/setup.exe | grep GetModule
GetModuleFileNameW
GetModuleHandleA

This is a setup.exe built from the CVS sources. The executable
downloaded from cygwin.com is compressed, so:

$ strings ~/download/setup-1.7.exe | grep GetModule
(no output)
