Since you don't specify which cygwin version are you using, the first
suggestion would be to update to the latest, or even try a snapshot
from http://cygwin.com/snapshots.
There have been many and significant improvements in this area, so
that might help.
If that is not the case, everybody here will want to take a look at
the standard problem report:
