libdl.so.2, libm.so.6, libnsl.so.1, and libz.so.1. Where can I get these
libs? Thanks!

$ rpm -i ncbi-blast-2.2.26+-3.i686.rpm
error: Failed dependencies:
/usr/bin/perl is needed by ncbi-blast-2.2.26+-3
libbz2.so.1 is needed by ncbi-blast-2.2.26+-3
libc.so.6 is needed by ncbi-blast-2.2.26+-3

from cygwin website (first page):

Cygwin is not:

- a way to run native Linux apps on Windows. You must rebuild your application
from source if you want it to run on Windows.
- a way to magically make native Windows apps aware of UNIX® functionality like
signals, ptys, etc. Again, you need to build your apps from source if you want
to take advantage of Cygwin functionality.
