The email thread you referenced is over 4 years old and plenty has changed in this area in that time. You can get a better understanding of cygserver and its role in supporting shared memory by reading the section below in the Users Guide:

This is current information so you'll have better luck with it, presuming
of course that you're using the currently supported Cygwin version 1.7.x.
