RIght, that's too specific for the Users Guide. Package-specific documentation is in /usr/share/doc/<package> and Cygwin package-specific stuff is in /usr/share/doc/Cygwin/<package>. 'sftp', however, is part of the 'openssh' package in Cygwin.

I am still searching though. What packages do I need for public-key
authenticated sftp on an internal  network (this won't be going over the
internet, but will be going over tcp/ip on our internal network)?

'ssh-user-config' will create public key files for you.


If you are trying to access network drives with this, please read the following for
limitations and options:
