Sorry, my expr still keeps dumping core. E.g.:

./configure: line 142:  3840 Segmentation fault      (core dumped) expr a :
'\(a\)' > /dev/null 2>&1

I have run ./rebaseall (and .peflagsall) after every single install.
How did you get your symbol list?

$ type nm
nm is hashed (/usr/bin/nm)
$ cygcheck -f /usr/bin/expr
coreutils-7.0-2
$ cygcheck -c coreutils
Cygwin Package Information
Package              Version        Status
coreutils            7.0-2          OK
$ nm /usr/bin/expr
nm: /usr/bin/expr: no symbols
