I agree that emacs can be built to use gtk+ instead of Xaw. The workaround you described would then allow that version to be used in cygwin. But the current cygwin emacs-X11 package was compiled to use the Xaw toolkit, not gtk+. Its setup.hint therefore needs to indicate that it requires libXaw7.
