Debian guidelines many years ago and used ^? ever since, apart from a
little wobble in Fedora Core 3.

As I user, I certainly favor having cygwin behave the same as Debian and Redhat. The change would also provide consistency between Cygwin's terminals and Cygwin/X. Is there any downside?
