The new version of lzma (4.32.7-3) is empty, and you should have gotten
that one at the same time you installed xz.  For some reason you got the
new xz, but kept the old lzma package.  What does
  cygcheck -cd liblzmadec0
show? It ought to show 4.32.7-3, not 4.32.7-2.

I think you'll need to
  (a) manually force an upgrade to lzma-4.32.7-3
and
  (b) reinstall xz
