Classic symptom of a missing .dll. Run 'cygcheck octave' to find out
what's missing, 'cygcheck -p filename.dll' to find which package provides
it, then reuse setup.exe to download and install it. And tell us what the
culprit was, in case it is a missing dependency that we can fix for future
users.
