Yes, 'make' (and other developer tools) aren't part of the default cygwin
installation - you need to select them explicitly.

Because cygwin's make understands POSIX paths and unixtools' make doesn't?

No emulation -> Only DOS-style paths available there.
:-) This is why cygwin is so great, of course!
