This is a very good name, we should consider to use it.

If the name really is changed, then to s.th. obfuscated like above or: 
"ciaput.exe"
  -> Cygwin Installer And Package Update Tool?


To not break 1 million of links around we just make a symlink
'setup.exe -> ciaput.exe' so everyone will be happy.

BTW, it should not be important which version of THE TOOL you are using,
you always should be possible to install or update Cygwin with an
ancient version of setup.  And it is not important which version of
setup you're using because you'll always get the latest packages
according to the .ini file you're using.
