This file lists all available shells, no ?

But it has no baring on weither you can start your shell or not. Only some services actually look at /etc/shells. Starting a shell from an icon definitely does not.

And I indeed start cygwin from the icon. I'll test mkzsh...

That should "solve" your problem.
