sed and dos format

sed has the unfortunate property that it reduces dos
format line endings to unix format line endings.
thus, sed will change every line in a dos format file
even if it had made no changes to the text.
this makes sed unusable or undesirable for a large
number of files i might want to edit.
is this behaviour an artifact of the Cygwin port?
