I don't see how that would have anything to do with it unless Visual
Studio replaces Windows system DLL's.

Since I think it's irrelevant, I guess it doesn't matter. But, I don't
understand what this means either. It didn't fix the problem, or you were
unsuccessful at installing the update?

Yes. This problem occurs when a Cygwin process trys to fork another
Cygwin process.
