Yes, sometimes there is.  Do you Google:
<http://google.com/search?q=cygwin+command+line+length+limit>?  The first
few hits provide the relevant workarounds.

Shouldn't this be 1.5.5-1?  BTW, the latest version is 1.5.10-3.
