I've just tested it and it still works for me. Could you check the
permissions on cygwin1.dll? Is system not permitted to read/executethe
DLL perhaps?
Interesting:
$ ll /bin/cygwin1.dll
-rwxr-x---+ 1 Andrew Users 967522 Sep 1 10:16 /bin/cygwin1.dll*
$ chmod +x /bin/cygwin1.dll
$ ll /bin/cygwin1.dll
-rwxr-x--x+ 1 Andrew Users 967522 Sep 1 10:16 /bin/cygwin1.dll*
$ net start cron
The Cygwin cron service is starting.
The Cygwin cron service could not be started.
The service did not report an error.

Didn't help. Wonder why many of the files under /bin were owned by the
group Users and others set to the group DeFaria? And what does that "+"
at the end of the permmissions string mean?
Anyways I did a:
$ chmod 755 /bin/*
$ chgrp DeFaria /bin/*
Didn't help.
I did get the following one time:

Interesting because I don't have an /etc/cron.d. Creating it fixed my
problem! Hmmm... Why didn't the post install create this? I have no
idea. But I'm glad it's now working.
(BTW: Interestingly enough, I no longer have a
/usr/doc/Cygwin/cron.README!)
Quote from the announcement:
"The package now adheres to the filesystem hirarchy standard (FHS)."
That means, documentation, man pages and info pages are now under
/usr/share instead of /usr.
