Is this some sort of a permissions problem? Do I need to start the cron
service as a specific user?

You might try stopping cron and doing:

$ rm -rf /var/cron
$  rm -rf /var/run/cron.pid
$  rm -rf /var/log/cron.log

Then restarting cron.
