The current policy is that the Cygwin lists use text-based email 
only.  The Cygwin web page you reference states the following:

Note that none of the below lists accept html mail. Use straight text only.

This isn't quite the same tone as your suggestion but I think the goal is
the same.

I think it would just be *polite* NOT to use HTML mails on this list.
While those accostumed to HTML won't be disturbed too much by ASCII
mail it would be very unwelcome for those favoring ASCII to receive
HTML mail (for many reasons, most of which have already been mentioned).

I would suggest to put a little remark in 
http://cygwin.com/cygwin/lists.html which *kindly* asks people "to
*please* have the pity and consideration and avoid HTML email,
thank you very much"
