Done, but please use Cygwin's setup.exe and download from a Cygwin
mirror.

No, but you can rebase again and again...

No, rebase only changes the base address of DLLs.  What do you mean by
"straightened out before"?

rebaseall, as it's name implies, rebases all DLLs.  See above.

Yup, you need to rebase.
