If I read the code correctly, then one can also set heap_chunk_in_mb
system-wide (in 1.3.20 or later) using the following:

    regtool -i set /HKLM/Software/Cygnus\ Solutions/Cygwin/heap_chunk_in_mb 512
                    ^^^^
