a more detailed description of this 'kludge' here
http://www.vso.cape.com/~nhv/files/python/tinker.html

Note there is a similar issue with TOGL the TK OpenGL Widget
http://togl.sourceforge.net/

which can also be built with Cygwin using a similar 'kludge'
http://www.vso.cape.com/~nhv/files/cygwin/togl/
< this is for the previous Cygwin TK release >

I can submit a TOGL package and a Python OpenGL package

if and when there is an approved method of working around the
TCL / TK header issue

I will gladly help with any Cygwin TCL / TK issues in any way I can
short of becoming the 'official' maintainer for which I do not feel
qualified given their critical role with respect to 'Insight' and 'gdb'

Cheers
