2.0.21 sort problem with '.' position

Running NT4.0,  sp6a.
cygwin version: I just downloaded what I think is 1.3.1
sort version: "sort (textutils) 2.0.21"

eg:
  run "sort +.18 -.43  +.47 <\work\time\raw"

  this gives error "sort: invalid option -- ."

  typical record from file \work\time\raw:

    0:00:42        lmd40: 020913.0      sta Fri Oct 11 13:06:26 2002
    0:22:28        lmd40: 020913.0      sta Fri Oct 11 13:53:11 2002
    0:15:58        lmd40: 020913.0      sta Fri Oct 11 14:25:47 2002

When I run sort version 1.22 on the same file, the sort works correctly.

cygcheck -s -v -r attached.

Apologies if this is not the right place.  I am not a developer.
