Cygwin & kill -HUP

Hi2All,
I have the following problem: I would like to to make Exim reread
configuration file. However W2K+Cygwin kill refuses to do the task:
Administrator@WAWMTECH10TIB /usr/local/exim
$ ps -e
PID PPID PGID WINPID TTY UID STIME COMMAND
848 1 848 848 ? 18 11:16:23
/usr/local/bin/exim-4.04-1
2436 1 2436 2436 con 500 11:32:31 /usr/bin/bash
I 740 1 740 740 con 500 11:41:12 /usr/bin/bash
2864 2436 2864 1372 con 500 11:51:51 /usr/bin/ps
Administrator@WAWMTECH10TIB /usr/local/exim
$ kill -HUP 848
bash: kill: (848) - Not owner
How can I kill -HUP overriding the UID checking?
UID 18 is System account and I started exim with cygrunsrv.
